Dr. Pace also recognized the following events:         

  • February is Black History Month, with a theme of “A Century of Black History Commemorations”

  • February is Career Technical Agricultural Education (CTAE), and Henry County Schools has the 5th highest CTAE enrollment in the state

  • National School Counseling Week is February 2-6; Jessica Thompson from Locust Grove Middle School was named as the School Counselor of the Year for Henry County Schools

  • National School Resource Officer Appreciation Day is February 15th

1. GSBA Annual Conference. Mrs. Sophe Pope
Mrs. Pope shared information on the Georgia School Board Association (GSBA) Annual Conference. It was great to hear about the good work going on around the state of Georgia.

INFORMATIONAL ITEMS

1. Strategic Plan - In Pursuit of Exceptional

a. HCBOE Board Policy FDC: Naming Facilities, Mrs. Summer Cox, Deputy Superintendent – Staff and Operational Effectiveness
Mrs. Cox presented the recommended new Board Policy FDC: Naming Facilities. The policy will be available for public review and comment here until the March board meeting.

2. Core Business of Student Learning

a. Implementing Georgia’s New English Language Arts Standards, Dr. Cleveland “Chip” Johnson, Chief Learning and Performance Officer
Dr. Johnson shared information on the implementation of Georgia’s new English Language Arts (ELA) standards. Staff professional development is key to achieving desired student outcomes, with strong implementation of the new ELA standards through walkthroughs, coaching and feedback, and instructional practices contributing to student success.

The Georgia Milestones Assessment System has also been updated to align with the new ELA standards, with an emphasis on multi-modal texts, multi-part technology enhanced questions, and revisions to the writing section, students will be required to use headphones on the ELA assessment, and the high school ELA assessment has moved to 10th grade Literature and Composition (from 11th grade), with student scores delayed until fall 2026. 

b. Henry Reads: Families First in Literacy, Mrs. Megan Sayago, Chief Family and Student Support Services Officer
Mrs. Sayago presented information on Henry Reads and family engagement in improving literacy. Henry Reads is the district’s comprehensive literacy initiative, and a key component is the year-long reading challenge with over 5 million minutes of reading completed by students so far this school year. A Readathon event was held for the Henry County community in November where families participated in reading activities, with the next event scheduled for March 2026. Additional initiatives to support reading include the Picture Book Bowl, Reading Bowl, Read Across Henry, and Literacy Days. Adult Education opportunities also focus on literacy, with English language classes, GED preparation, soft skills training, and make-and-take workshops.

3. Ensuring Operational Effectiveness  

a. January 2026 Construction and E-SPLOST Report, Mr. Barry Miles, Chief Operations Officer
Mr. Miles provided a report on construction progress.

i.  Ola Middle School Addition
Construction on the school side of the bridge continues.
ii. STEM High School
Site work, 2nd story deck work, underground electrical, plumbing rough in, and spray fireproofing continues at the STEM High School. Decking between the 2nd and 3rd floor, ductwork installation, and the School of Bio-Tech slab has begun.
iii. Dutchtown Middle School Addition
The Dutchtown Middle School addition has reached substantial completion. The punch list phase has begun.
iv. Ola High School Addition
The slab as well as the underground plumbing and electrical have been completed. Exterior and interior CMU installation continues.
v. Wolf Creek Elementary School
Clearing, site work, and underground plumbing and electrical have been completed.
Exterior and interior CMU installation continues.  
vi.  Surveillance System Upgrade Middle and High Schools
Construction activities continue. Four Middle Schools are complete and 3 High Schools are substantially complete with stadium work remaining. Individual camera installation continues in several schools.  

b. December 2025 and January 2026 Financial Reports, Mrs. Shanika Clay, Chief Financial Officer
i.   December 2025 Financial Report

o   General Fund Assets and Total Cash on Hand - The total value of general fund’s assets at the close of December totaled $273.8 million, while Cash on Hand across all funds during this reporting period totaled $453.3 million.
o   E-SPLOST VI - There were expenditures of $7.1 million in the month of December with the majority of those funds toward construction projects.
o   Capital Accumulation - There were safety and security expenditures in the amount of $518,186 for the month of January.

ii.   January 2026 Financial Report

o  General Fund Assets and Total Cash on Hand - The total value of general fund’s assets at the close of January totaled $256.1 million, while Cash on Hand across all funds during this reporting period totaled $434.2 million.
o   E-SPLOST VI - There were expenditures of $4.4 million in the month of January with the majority of those funds toward technology and construction projects.
o   Capital Accumulation - There were safety and security expenditures in the amount of $5,400 for the month of January.

c. FY27 Budget Outlook, Mrs. Shanika Clay, Chief Financial Officer
Ms. Clay presented an FY27 Budget Outlook that included a review of the General Fund. Additional considerations at the local level for FY27 Budget discussions include:

  • An increase in TRS contributions for certified staff, with an anticipated $1.3 million that will need to be covered by local funds.
  • An increase in local school district contributions for healthcare costs for certified and classified staff, with an anticipated $3 million that will need to be covered by local funds.
  • Expansion of Security categorical grant and enhancement of funds of the transportation grant
  • Shifts in local five mill share contribution for QBE and possibility of equalization funding

Development of the FY27 Budget will be reliant on limitations identified by the state legislature as well as additional local commitments identified by the Board. An FY27 Budget Overview will occur at the March 9th board meeting. The first of two Budget Hearings will occur on April 20th with the tentative adoption of the budget that evening, and the second Budget Hearing will occur on May 11th with the final FY27 budget adoption that evening.

  1. Network Switch Refresh Bid Tabulation
    The Board of Education approved the Network Switch Refresh Bid Tabulation with a vote of 5 to 0.

Inspiration

Inspiration for the February Board Meeting was provided by students from Red Oak Elementary’s Poetry Recitation Club (Alaura Adams, Melrose Ellis, Halo Bevill, Hiro Bevill, Gisele Pettis, Eli Major and Nathan Givens), reciting a poetic rendition of Michael Jackson’s “Heal the World.” Stacey Hicks is the teacher and Jermaine Ausmore is the Principal for ROE. 2025 Annual Metropolitan North Georgia Water Planning District Middle School Essay Contest Winner
The Middle School Essay Contest challenged students to think about what happens to water after it is flushed or goes down a drain. Students selected one prompt focused on wastewater treatment, responsible flushing practices, and the impact of clean water on our environment, with opportunities to connect science learning to real-world and civic issues. Archana Ganesan of Eagle’s Landing Middle School earned first place for Henry County for her outstanding essay.

2025-2026 District Spelling Bee Winner and Finalists
We are thrilled to announce the winners of this year’s District Spelling Bee. Students from 40 schools showcased their exceptional spelling skills, poise, and perseverance. Challenged with words like “meniscus”, “syllogism”, “caraccas” and “Fahrenheit”, the top four spellers representing the district for the regional qualifier are as follows:

District 1, Dr. Pam Nutt

Dr. Nutt recognized the following:

  • American Heart Month

  • Black History Month

  • CTAE Month

  • Locust Grove showcase at Locust Grove High School tomorrow from 5:30 p.m. – 7:30 p.m.

  • Congratulations to LG Boys Basketball- 1st in region, 5th in state

  • Quarter 2 Attendance Celebrations: Rock Spring Elementary placed 2nd among elementary schools with 89%; Ola Elementary placed in the top 5 with 86%; Ola Middle School also placed in the top 5 with 88%; Ola High School placed 3rd with 83.6%.

  • Ola Elementary Robotics Team 5203P received the Innovative Award, which recognizes a team’s ability to implement an effective and efficient robot design process.

  • HCS student in grades 6-12 from local, private and homeschool communities recently advanced in the 23rd Annual Henry Regional Science and Engineering Fair.

  • Hampton High School will hold its Senior Prom (ages 18 and older) on March 15th in the gymnasium.

District 2, Annette Edwards

Mrs. Edwards recognized the following:

  • Quarter 2 Attendance Celebrations: Impact Academy Middle placed 2nd among middle schools with 91.7%, Woodland Middle School placed 3rd with 88.7%,  Austin Road Middle placed in the top 5 with 84.4%, Impact Academy High placed  1st among high schools with 92.2%, and Woodland High School placed in the top 5 with 80.2%.

  • I attended Dutchtown High School’s college acceptance luncheon las week. Several students received as many as 40 acceptance letters! Fantastic!

  • Enjoy your break and be safe!

District 3, Jennifer Carter

Mrs. Carter recognized the following:

  • The Governor’s Honors held on January 29th recognized some amazing HCS students

  • Black History Month is a time to honor those past and present that have made an impact to help shape our schools and community.

  • Timber Ridge Elementary had an assembly last week where students from across all grades took to the stage to celebrate Black History Month

  • National School Counselors Week was last week. I am grateful for all of our counselors. They help our students, teachers and families.

  • School Resource Officer day is February 15th Kudos to all of our SROs. Ya’ll are amazing and we’re grateful for how you protect us and mentor our students.

  • February 21st – 28th is National Future Farmers of America Week. It’s not only Future Farmers of America, they also teach the kids leadership skills, work ethics, and all the things.

  • Quarter 2 Attendance Celebrations: East Lake Elementary is leading all elementary schools with 91%, Timber Ridge Elementary placed 3rd with 87.8%. Pleasant Grove Elementary placed in the top 5 with 87.5%. Union Grove Middle placed 1st with 91.8%. Union Grove High held its 2nd place position with 89.1%

  • Rock Spring Elementary’s Robotics Team 5713 received the Judges Award and the Excellence Award, the highest honor in the VEX IQ Challenge – qualifying for the state championship in March.

  • Have a happy Winter Break and get some rest!

  • Math Competition was held last weekend. I want to congratulate the top 3 schools, Timber Ridge -1st place; New Hope Elementary – 2nd place; Bethlehem Elementary – 3rd place.

District 4, Sophe Pope (Chair)

Mrs. Pope recognized the following:

  • Cotton Indian Elementary for their incredible elementary musical performance
  • Last year we launched our first ever Elementary and Middle School VEX Robotics Competition. Our district has had tremendous growth in our robotics competitions. Congratulations to Union Grove Middle School’s team 67073A for receiving the Excellence Award, the Teamwork Champion Award, and for qualifying for the State Championship in Cumming, GA.  
  • Congratulations to our 2026 Winter Graduates. We are so proud of you!
  • Black History Month is being celebrated with many thoughtful and intentional events honoring those that have gone before them, happening at our schools
  • Thank you to our incredible School Resource Officers!
